ABOUT RIBWC
In 2021, Rhode Island passed legislation requiring both Medicaid and private insurance to cover perinatal doula services. The Doula benefit marking a significant step toward expanding access to care for families across the state.
In response, the Rhode Island Birthworker Co-op was formed to support doulas navigating this evolving landscape. What began as a small, collaborative effort has grown into a member-owned cooperative that provides administrative support, billing infrastructure, and shared resources for community-based doulas. It has now been over four years since the inception of RIBWC!
Today, RI Birthworker Co-op members are credentialed and contracted with major insurance providers including Blue Cross Blue Shield of RI, Neighborhood Health Plan of RI, Tufts, UnitedHealthcare, and Medicaid RI. The co-op supports doulas in becoming in-network providers while maintaining their independence as community-based practitioners.
By sharing the administrative responsibilities of billing and contracting, the co-op allows doulas to focus on providing care. While preserving the autonomy of both doulas and the families they serve.
Founded by Quatia Osorio, Susie Finnerty, and Elyse Wilkie, the co-op opened to members in November 2021 and continues to grow as a collective rooted in collaboration, sustainability, and access to care.

The Rhode Island Birthworker Co-op is sustained through the collective efforts of its members and the support of community partners and sponsors.
Sponsorship contributions help offset the cost of membership and provide scholarship opportunities for doulas. Particularly BIPOC doulas, who may otherwise face barriers to joining the co-op. This support plays a direct role in expanding access to the resources, billing infrastructure, and collaborative network that allow doulas to build sustainable practices.
By supporting the co-op, sponsors help strengthen a model that prioritizes shared resources, professional sustainability, and increased access to care for families across Rhode Island
